Civil servants are appointed by the state. In general, they cannot be dismissed. This differs from employees in the public sector who are subject to collective bargaining agreements. Civil servants have special rights and obligations, e.g. neutrality, loyalty and a ban on striking.
There are four different career paths for federal government civil servants:

- Intermediate service
- Higher intermediate service
- Higher service
The assignment to a career path depends on the training and professional experience. Civil servants often have to complete a preparatory service.
