BIBB: International Cooperation in Vocational Education and Training
GOVET - the new brand name for German vocational education and training cooperation abroad
Press release Federal Institue for Vocational Education and Training 04/2014
Germany's international vocational education and training cooperation has a new brand name: GOVET - "German Office for International Cooperation in Vocational Education and Training". The Central Office for International Vocational Education and Training Cooperation at the Federal Institute for Vocational Education and Training (BIBB) will be operating under this brand at home and abroad with immediate effect.
GOVET is an essential component of the strategy of the Federal Government to move towards greater cohesion in international vocational education and training cooperation by delivering services from a single source, which was adopted by the Federal Cabinet under the lead management of the Federal Ministry of Education and Research (BMBF) last year. GOVET will provide specialist support to the Federal Government and act as the main VET cooperation partner for national and international stakeholders.
"The Federal Institute for Vocational Education and Training can look back on decades of experience in the field of international cooperation", stressed BIBB President Friedrich Hubert Esser. "We will use this expertise within GOVET in order to meet the growing worldwide interest in the dual vocational education and training system in this country and to do justice to the good reputation of 'Made in Germany'."
GOVET will act on behalf of the Federal Ministry of Education and Research (BMBF) in advising other states and partner organisations within Europe and beyond on the introduction of dual elements into vocational education and training. Italian partners are, for example, currently receiving support with training for training staff and with the development of training regulations. VET staff are also the core focus of cooperation with Russia, where an Internet portal for trainers based on the model of the www.foraus.de platform at BIBB is currently being established. GOVET is advising Indian government institutes on the development of training and trainer standards along German lines in numerous training occupations. Completed curricula are already available for mechanics and electricians.
BIBB President Esser believes that the relevance of partnership in vocational education and training cooperation extends beyond the political dimension. "It also facilitates the immigration of qualified skilled workers to Germany and improves production opportunities for German companies abroad."
The individual main focuses of the work of GOVET are as follows.
- An administrative arm for "Round Table" discussions on international vocational education and training cooperation
The "Round Table" meets at regular intervals at State Secretary, departmental and working group levels. Federal ministries, implementation bodies, federal states, chamber organisations, the social partners and various other agencies, associations and organisations involved in international VET cooperation all participate. The aims of the "Round Table" are to ensure a coherent presence by German stakeholders abroad and to act as a kind of clearing body.
- Main point of contact for national and international VET cooperation stakeholders
- Establishment, technical design and evaluation research of the bilateral vocational education and training cooperation agreements entered into by the Federal Ministry of Education and Research (BMBF) - agreements are currently in place with the European states of Greece, Italy, Latvia, Slovakia, Spain and Portugal, with the BRICS states (Brazil, Russia, India, China, South Africa) and with the G 20 countries.
- Initiation, design and evaluation of network and cooperation projects
- Introduction of an internal and external knowledge management system
